Despite the fact that the estimated environmental impacts appear to be highly beneficial to the local environment within the town, political changes have prevented delivery of the Limited Traffic Zone. In spite of repeated and forceful efforts by all partners to change the minds of the new local administration, this included the proposed support programme of awareness raising campaigns.
This situation leads us to the lesson that a strong verbal commitment and related action is not enough on its own to ensure continued support from key partners and that such partners need to be formally involved through contractual commitments in EC demonstration projects.
